The group arrives in Chameleon Bay on the eastern edge of the Earth Kingdom. Their first impression of the run-down city: a pickpocket robbing a poor lady. Kensaya stops the pickpocket, noting that the thief belongs to the Punctured Boar gang. The companions are met by Yan Lin, the leader of Chameleon Bay's constables. Kensaya says they can take the thief and let him rot. The companions mention that they know Allaya of the Punctured Boar gang, and could possibly help the mayor, Shutao, with the problem.
Directed to a small tea house and inn, the group look for room and board. Upon entering, Enji's tattoo flares up and the companions witness a brief memory of the place: its history as a hideout for the Flying Opera Company daofei, and Avatar Kyoshi's recruitment of their team while she was on the run. The vision fades. While the group are promised a couple rooms before the return of the fishing boats on the water, Enji says he'll find other lodgings while looking for the astrologer named Amu, whom the companions are looking for to help understand Mayu and Enji's markings.
During the evening, Taqqiq goes down to the docks, meeting a Water Tribe fisherman named Rishi. Rishi recognizes Taqqiq's emblem of Setua's inner circle, and shares information that the "mayor" of Chameleon Bay, Shutao, isn't the most honorable of men. In fact, as the regional Governor Deng has courted Ba Sing Se, more criminal elements have taken hold of many of the cities. Many of the daofei, pushed out of Ba Sing Se, are looking for homes and belonging. Taqqiq shares information about the daofei in the capital, and two part.
Meanwhile, Po, Mayu, and Kensaya go to investigate the Punctured Boar gang and Allaya. They learn she created a splinter group from her master after parting ways with Enji's "family." Po tries to comfort Mayu's despondence, inquiring about how he feels about Enji and why their similar tattoos also seem different.
The next day the group is met by Yan Lin and brought before Shutao. He's heard they might be able to help clean up the city, and so offers to help them take on the Punctured Boar gang running amok. The companions return the money from Vidok and Taqqiq attempts to persuade Shutao to give up running the Tiger Spirit's domain. Shutao admits to trying to strengthen Chameleon Bay since Governor Deng left, but heeds Taqqiq's advice. He also commits Yan Lin and part of his constabulary forces to an attack on the Punctured Boar, hiding out in an abandoned estate.
Kensaya and Yan Lin plan the arrest of the Punctured Boar daofei, and the remaining companions accompany Enji and Mayu to see Amu, the astrologer whom Enji had tracked down. Kensaya sees an opportunity to use the estate terrain and some fireworks against to surprise their enemy (among whom he sees Allaya), while Yan Lin talks him into bearing more forcefully down on their enemy.
As fireworks begin to go off in the sky, Amu explains that he'd seen Enji's tattoo, and while he can begin to extrapolate their celestial maps, both Mayu and Enji's tattoos appear to glow, and a white light sucks the two men into thin air....
